Before we knew the firemen were fake, there were big debates here as to whether one could parade their dress blues on an open stage behind Trump. The reason it's not done is that most police and fire departments (such as their PBAs) refrain from any political endorsements in any official way. Those who do it get in huge trouble with their civil service standing. These departments don't endorse anyone for fear of retaliation (if the non endorsed candidate wins) even under the best of times.
I'm guessing there were reporters who were aware of these rules, which prompted their investigations. That's the beauty of local reporting.
