Also, as I understand it (not an American but I have been paying attention) the only thing that can stop an Executive Order is the courts. Congress could, I suppose, pass a law making what he did illegal and then the courts could do something? I don’t know. If it violates the constitution or any existing laws, then the courts could decide to stop it. It could take a long time, though.
