I'm sure there's no criminality attached to the law. It's up to Congress. Mainly the Senate refusing to confirm anyone who has not been vetted by the FBI is the only way I can see of forcing anything. Do not see that happening in the Republican controlled Senate.

The law was passed bipartisanly. It is the responsibility of ALL elected officials to uphold the law. Typical idiot comment blaming Democrats for not upholding laws that are the responsibility of both parties.

And if the Senate grew a spine and refused to confirm people, I see Trump just singlehandedly "appointing them" via the magic mind meld he used to declassify the classified documents in his bathroom - and just name them as "acting" secretaries of whatever. He sort of did that last time when he couldn't get folks cleared.

Though the Republicans control the Senate, it may be a legal requirement for anyone expected to hold the office of presidency to do, and not an option that can be treated lightly, mainly for security reasons. Did Trump sign the first time he took office?
